For development-related decisions, the voting power is determined by

Developer can state token to vote, the upper limit is decided by the number of votes and level.

Technical decision

$$min(token,votes,skill\ level)$$

For more specific or professional decision, also depends on the specific skill level.

For general proposal

$$min(token,votes)$$

Even if someone buy the token, the holder can't make decisions immediately, this ensure 'developers' interest first'.
